In the afternoon of Aug 27, 2010, the Signing Ceremony in respect of the Project: Shanghai LINGANG Wind Turbine Industry Base of Sinovel Wind (Group) Co., Ltd. was hold in Dongjiao State Guest Hotel, Shanghai. Ai Baojun, Vice Mayor of Shanghai Municipal Government, attended the ceremony, where Xiao Guiyu, Deputy Secretary General of Shanghai Municipal Government, delivered a speech, and both Han Junliang, Board Chairman & CEO of Sinovel Wind (Group) Co., Ltd.and Xue Hong, Board Chairman of Shanghai Minlian Lingang United Development Company, made orations. Shang Yuying, Deputy Director of Shanghai Municipal Commission of Economy & Informatization, Shi Qianghua, Associate Inspector of Science and Technology Commission of Shanghai Municipality, and Guo Yikan & Nai Shengjin, Deputy Directors of Administrative Committee of Shanghai LINGANG Industrial District, were present at the ceremony, which was presided by Zhu Jiajun, Deputy Director of Administrative Committee of Shanghai LINGANG Industrial District.

Sinovel Wind (Group) Co., Ltd. was incorporated in February, 2006. Growth in 4 years built Sinovel up as the leader in wind power equipment manufacturing industry, in China. It is reported that its newly-installed capacity reached 3,510,000 KW in 2009, ranked as No. 1 in China and No. 3 in the world. On June 8, 2010, 34 3MW offshore wind turbines, the very 1st national level offshore wind power demo project, with the most advanced technologies, which are among the mainstream products in the world and independently developed by Sinovel Wind Co., Ltd, were installed successfully at the 10MW offshore wind farm of Shanghai Donghai Bridge and moreover, all completed commissioning and were put into operation. Besides, the 5MW wind turbines researched & developed by Sinovel will be produced in the 4th quarter of 2010 and meanwhile, 6MW wind turbines will retire in the 2nd quarter of 2011.

Phase I for the Project of Shanghai LINGANG Wind Turbine Industry Base of Sinovel Wind (Group) Co., Ltd. located in Shanghai Minhang Economic & Technological Development Zone (Lingang Park) covers 225 acres; total investment amounted to RMB3 billion Yuan. Upon the completion of Phase I, this Base would be a high power venue with core competitiveness, integrating large-scale final assembly, testing, and training, with respect to high power series of offshore wind turbines, e.g. 5MW, 6MW, 10MW, and above.
