Sinovel Moves into Dalian Changxing Island

On November 20, 2009, Sinovel Wind Co., Ltd. signed a cooperative agreement with the Administrative Committee of Dalian Changxing Island Harbor Industrial Zone to build its harbor shipping base in the Changxing Island, which will be the world’s first modernized Harbor Wind Power Equipment Shipping and Service Industrial Base. Mr. Li Wancai, acting mayor of Dalian, attended the event. Mr. Han Junliang, board chairman and president of Sinovel Wind Co., Ltd. and Mr. Xu Changyuan, director of the Administrative Committee of Changxing Island Harbor Industrial Zone, signed the contract on behalf of both parties.

Before the signing ceremony, Mr. Li Wancai, the acting mayor and Mr. Han Junliang, board chairman and president of Sinovel Wind Co., Ltd. held a friendly talk. They agreed that more and more countries had taken the development of green economy as their significant strategical measure to overcome the current financial crisis and take it as the priority for future development. Dalian government will support promising energy enterprises as it has always down. Sinovel will continue to focus on its development strategy of technology innovation, localization, sacle production, and internationalization by developing large-scale wind turbines with independent intellectual properties. Both parties will joint their efforts to put forward the development of green energy source in Dalian.

The Sinovel Harbor Base to be built will serve as the assembly, transport, and construction facility for the 3MW and 5MW offshore wind turbines and offshore wind farm construction whose development are encouraged under the state's policy. The project features high potential of development and high technology. It covers a total area of 600 MUs with a gross investment about RMB 2 billion Yuan. It is expected to be completed and put into operation by the end of 2010. The annual output value is estimated at RMB 4 billion Yuan.
